What is the best tattoo coverup makeup, for large upper arm tattoos.?

I have looked into tattoo camo, but the tubes are small and expensive. And joan rivers right to bare legs it says it can cover tattoos effectively. Is this true? Or are there more effective, efficient, and affordable ways?
