I would like to complain about the inequitable judicial process of housing at a public university?

The housing department has worked vigorously to coverup their negligence in following their own complaint process and students of a certain dorm has had complaints go ignored until a student was hospitalized due to the stress of dealing with the situation in the dorm. I am afraid the president of the university will not listen to me and I want to file a formal complaint because we are still dealing with the fallout of the situation and have incurred a large hospital expense.
