Can you go to college in the US for three months with a tourist visa and rent an apartment or hotel room?

Can you go to college in the US for three months with a 90 day tourist visa and rent an apartment or stay in a hotel room without being an actual permanent resident? and to go to college in the US for three moths without being a resident would I get accepted into a college or not?!
